While gutters can be connected before hanging it often is easier to first hang the gutters then install the slip joints. Almost all home centers and full service hardware stores sell guttering designed for easy installation. Caps come in left and right profiles and can be mechanically fastened with screws or rivets or simply glued in place with gutter lap sealer. Align the slip joint so it fits evenly over both sections of gutter.
